Which councils require an ESD planning report?
Most metropolitan Melbourne councils require some form of ESD planning report for new dwellings and commercial developments. Councils with specific ESD policies include City of Melbourne, Port Phillip, Yarra, Moreland, Darebin, Boroondara, Stonnington, Maribyrnong and many others. What is the difference between a BESS report, an EMP and an SMP?
A BESS assessment scores the development against Victoria's Built Environment Sustainability Scorecard tool. An ESD Management Plan (EMP) is a comprehensive document listing all ESD commitments across the project. A Sustainability Management Plan (SMP) translates those commitments into operational requirements. Many councils require all three, and we prepare whichever combination applies to your project.
How early should I engage an ESD consultant for planning?
Ideally at schematic design stage, before design is locked. Early engagement allows ESD commitments to influence design decisions (orientation, glazing, insulation, water systems) where they can add value at low cost. Late engagement after documentation is complete often results in expensive retrofits or conditional approvals.
Do ESD planning reports apply to small residential projects?
